When using comparative and superlative

i.e. níos and is

is the word associated with always the same as níos ?

For example

níos lú - is lú

níos fearr - is fearr

is this always the case that both are the same word? only preceded by níos or is.

I know abouth the irregulars and the difference from the original adjective. Thanks for any advice
