Are you trying to say something like:
Applications are now open in the 2007 election for the establishment of the Wikipedia board of trustees.
I'd try something like:
Glactar anois le hiarratais le haghaidh togcháin 2007 um bord iontaobhaithe Vicipéide a bhunú.
