Is Ruarc is your personal or surname. Anyhow, the name 'Ruairc' is listed in "The Surnames of Ireland" by Edward MacLysacht.
"(Ó) Ruairc : One fo the two great septs of Breffny. The family is not of Norse origin, but Ruairc is from a Norse personal name. Irish exiles of the name were prominant in Russia, Poland, Austria and France."

Ruairc is the genitive form of Ruarc. Ó Ruairc means "grandson of Ruarc".
