Ar bhannaí=bonds in general
Ar na bannaí stáit=the specific,definite bonds
Is there any wiggle room between the two in Irish grammar??

Bannai stait is defined by "na hEireann", so you don't need (and you can't, anyway) to put another article before "bannai stait".
