Not quite. If you mean "This user comes/is from Ireland" the usual forms are:
1 - Is as Éirinn an t-úsáideoir seo
2 - Is as Éirinn don úsáideoir seo

You can safely omit 'Is' in the first one; I'm not sure if you can omit it in the second.

It's a quite literal translate of the above suggestion. I'd hear the likes of it from some Gaeilgeoirí in Conamara. After the ó, 'éire' should be spelt 'éirinn' for grammar reasons.
