Tá. In "is sine", tá an chopail móide sárchéim na haidiachta.

An duine is sine = The oldest man

Is sine an duine seo ná an duine sin = This man is older than that man

Tá an duine seo níos sine ná an duine sin = This man is older than that man.

Is ionann ciall don dá dhéanamh: [copail + breischéim na haidiachta + ainm/forainm + ná + ainm/forainm] nó [briathar substainteach + ainm + nios + breischéim na haidiachta + ná + ainm/forainm]

Iolann fionn - Aonghus and Carmanach have explained it, but can I add that the first "is" is the normal copula and the second "is" is the relative copula. And the first "is" can be dropped (mise an duine is sine), but the second can't.
