Yes, I think so. IWM and Ó Sé make no mention of "uaibhreach" or "uabhar" but I note in Sean-Chaint na nDéise, page 152, after "uaibhreach" we have "(bh = v)". In Seana-Chaint na nDéise II, the /vʹ/ is clearly marked in "uabhaireach": [uəvʹərʹəx][uəvʹrʹəx]. Though Breatnach has "uar [uər]" on the following page (page 412) which is clearly "uabhar". I vaguely remember hearing "uabhar" as /uəvər/ from a Corca Dhuibhne speaker but I'd need to check that out.
