Hi, I have been trying to make sense of an article that I was reading. After reading the article a few times I am still not sure what the article is about. I have included two passages and I have attempted to translate both into English. I would be grateful if you could help me with the translation. Thanks in advance.

1. ‘D'fhéadfaí a rá gur chuir Comhairle na hEorpa bonn ceart faoin Chur Chuige Cumarsáideach. Chonacthas go raibh inniúlacht i dteangacha éagsúla na hEorpa ar cheann de na réitigh ba dhóchasaí i leith sárú constaicí saorghluaiseacht daoine, smaointe agus teangacha ar fud na hEorpa.
Thacaigh an Chomhairle le saineolaithe teanga agus polasaithe, d'fhonn sealbhú agus foghlaim teangacha iasachta a leathnú i measc tíortha na hEorpa i gcoitinne. Ag Siompóisiam a tionóladh ag Rüschlikon na hEilvéise i 1971, cuireadh céadtorthaí na ngrúpaí saothair os comhair toscairí tíortha na Comhairle’.

2. ‘Ba é an cur chuige a moladh ná córas sealbhú agus foghlaim teanga a bhí fréamhaithe go daingean i léargas pearsanta an duine aonair agus aird a thabhairt freisin ar riachtanais agus cumas foghlama an duine chéanna. An córas foghlama agus teagaisc a luadh leis na tréithe sin ná an Córas Aonaid/Creidiúna’

2. It’s the approach you praise and the system held for learning language that was ingrained firmly in the visibility of a single person and considerable attention that to be given to the essential and the appearance of language to that same person. The language system and the teaching mentioned with the ….

1. You could say that the European Council has put their approach to communication on a proper footing. It was perceived that proficiency in different European languages was one of the most promising solutions as regards overcoming obstacles to free movement of people, ideas and languages throughout Europe. The council gave support to language experts and policies, in order to spread the acquiring and learning of foreign languages among the European countries in general. At a symposium that was held in 1971 in Rüschlikon, Switzerland, the preliminary results of the working groups were presented to delegations of the countries of the council.

2. The approach that was recommended was a system of acquiring and learning language that was firmly rooted (ingrained) in the personal perception of the individual person and also to pay attention to the requirements and learning ability of the same person. The learning and teaching system that was mentioned as having those traits was the Unit/Acquiescence?? Consent?? System

Is geal leis an bhfiach dubh a ghearrcach féin.
