Hi, I have been trying to make sense of an article that I was reading. After reading the article a few times I am still not sure what the article is about. I have included two passages and I have attempted to translate both into English. I would be grateful if you could help me with the translation. Thanks in advance.

It was perceived that proficiency in different European languages was one of the most promising solutions as regards overcoming obstacles to free movement of people, ideas and languages throughout Europe. The council gave support to language experts and policies, in order to spread the acquiring and learning of foreign languages among the European countries in general. At a symposium that was held in 1971 in Rüschlikon, Switzerland, the preliminary results of the working groups were presented to delegations of the countries of the council.
