I think they are pretty well interchangeable and there is probably not much in it but ba cheart duit means it is "the correct thing for you to do" and ba chóir duit means it is "the proper thing for you to do". The former may possibly be a little more "sterile", relating to correctness or being right as opposed to wrong, while the latter implies a moral obligation or fairness, being just as opposed to unjust.

ceart agus cóir means "right and justice"

All this seems to be round about the same, with some sliver of difference, perhaps. Check these out:

'bá choir duit bheith i do chiúnas san Aifreann' -it would be proper for you to be quiet in Mass [advice on conduct]

and

'ba cheart duit dhul go hAifreann' -it would be right/good for you to go to Mass [suggestion or push]


'You should' could possibly, maybe cover them (how many modals can I use in one sentence?...)
