It's quite dense and a lot in it.

Key phrases though:
both the gaeltacht and the cities are needed, and irish in both is in a symbiotic relationship.
It is better to get things right than to meet artificial deadlines
At the end of the day, the people choose. So people need to have places where theyt are comfortable speaking Irish, independent of their ability.

My attempt at rough translation

Section 1

I believe if Gaeilge is to have a long-term future, that there will be a very important role for the Gaeltachtai, but the development and growth that will fundamentally change things will come from the towns and cities

Section 2

In the final analysis, although the Government is fully driven to do everything in its power to back, strengthen and promote Gaeilge, the future of the language depends primarily on the people

Section 3

We need to create an environment where people are confident to use their Gaeilge, whatever level they have, without fear that they may be corrected or made feel uncomfortable. It is essential that people with Gaeilge use it when they can, to pass it on to the children and to back its use within the community
