That's a good question. The construction leads you to believe that 'up' and 'down' etc are behaving like prepositions and there should be an úrú or séimhiú, but there is not -as suas etc are adverbs |

Suas an cnoc.
No genitive nor mutation after "suas", since it's not a preposition.
