Are there programs available that will allow words such as [ɪnʲɪʃ ˈmæːnʲ] to be converted into speech?

If so, how close do they get to native pronunciation?

I don't have an answer to your question, but I think it's an awesome idea to have IPA representations of words, phrases and sentences converted to "audiographs."

I don't think such program does exist. Never heard about any, so far.
