I think it is pronounced as f, yes. It may be lenited or eclipsed. If it were pronounced as [h], it would not. Learn Irish pronunciation here: www.phouka.com/gaelic/sounds/sounds.htm & http://fsii.gaeilge.org/

This brings up the more basic question of "when is it pronounced as 'h' as opposed to 'f'"? I've heard both and I don't know whether there's a grammatical reason for it, or whether it's simply a dialectical difference. |

Féin is a grammatical word, which is used rather often. Such words are often subject to unusual changes. Féin is in some dialects pronounced péin, in other héin... This is not a regular change. |

As a word alone (not as a prefix as in the words mentioned above), féin is pronounced with an [h] at the beginning in whole Ireland, except in a handful of villages in Munster. Learn Irish pronunciation here: www.phouka.com/gaelic/sounds/sounds.htm & http://fsii.gaeilge.org/
