A chara = "friend" and is the vocative form used when addressing someone, as we would do with "Dear John, etc.

croí = heart

an chroi = of the heart

So, I think that a chara an chroí means "friend of the heart." In other words it's an term of endearment, as in "dear." Please wait for corrections/confirmation, since I'm a learner.

Fáilte roimh cheartúcháin, go raibh céad maith agaibh.
