You're probably looking for something along the lines of:

Ní raibh sé cinnte cad ba chóir dó a dhéanamh.

Literally, he wasn't sure what he should do.

In Irish, question words such as cad, cathain and so on are not usually followed by infinitives, and when they are, it looks odd. It works much better if you pad it with "he should" or some such.

Also, there is no need for the mar gheall ar bit. Clauses that begin with question words can pretty much be tacked on to the main clause without any fuss.

Is this not more commonly used for "he resigned" rather than "he retired"?

"D'éirigh an tAire as a phost" - "The Minister resigned his post" - not a phrase commonly heard in Irish politics, I hasten to add ;)
