Is probably best. I don't think you could use "is" in a non awkward way.

Perhaps Tá sé mar a bhíonn sé might capture the gist better.

I don't speak spanish, but something tells me that's probably not the way it would be said. Regardless, it works for the joke, and every time I here the phrase "it is what it is" i think of it...
