I'm just gonna twist the words a little to make it easier to translate:
The Americanisation of Ireland: A source of wealth or a platform for cultural decline.
Éire a Mheiriceánú: Údar saibhris nó ardán meata c(h)ultúir. (Not sure about the séimhiú there)
"basis" is a very general word to translate. I think you'd want to be a little more specific, e.g. "catalyst", "platform".
