€4.61 is hardly a great sum. That said, isn't there a principle in law of "de minimis non curat lex"? No doubt a sympathetic judge would apply it. €1,900 should enough to satisfy most courts, unless of course capital punishment were brought back for littering. Ach sin scéal eile. :-)

Even though the sign indicates a nominal conversion rate, wouldn't the actual conversion rate between the Euro and the British Pound Sterling at the time of the offense come into play? That is, it might be less expensive at times to pay the fine in Euros and it would behoove the transgressor to be aware of the conversion rate to lessen the actual value of the fine.
