You and Rath are both correct. As you point out, baintear is the impersonal form, present tense, indicative mood of bain. However, as Rath infers, it is also the impersonal form, ordinal mood of bain. As such, Rath's phrase could be translated, "Let someone harvest the head of him."
I think the Queen of Hearts is more likely to say that then what you suggest. Your ordinal form is second person, singular, which would be more appropriate if she were ordering a specific person to "harvest his head." As I recall, the Queen was not directing a command at a specific subject. Anyone could please her Majesty by lopping of Alice's cloigeann, so Rath's quotation seems more suited to the situation.
However, I agree with your question. A Stiobháird, cé leis an cloigeann atá uait?

Nicholas Williams in his translation uses "Baintear an cloigeann de".
I'd go with that. |
