Ní bfhearr / níos fearr: I would understand both. The first may not be strictly according to the Cáighdéan Oifigiúl.

The underlined parts indicate the tense -- and you can't mix the tenses. For instance, the following is garbage:

Táim ní b'fhearr.
Bhí sé níos fearr.

ní b'fhearr = [ní] + [ba] + [fearr]
níos fearr = [ní] + [is] + [fearr]

Note here that "ba" is the past tense of "is"!
