It is ridiculous that students must learn Irish for 13 (or so) years, and that after that time that most people are not fluent in Irish - as I myself am not.

i found this sentence in a post from the "Irish only" board.
I usually go there to read and try to understand the conversation and sentence construction, but this line confused me!
