I am looking for some history and translation (if any for this song).

too a loo ra loo ra, It's an Irish Lullaby. Not sure if this is the proper spelling. It was recorded by Bing Crosby.

This song was written in or about 1914 by J. R. Shannon. The refrain is lullaby crooning. If you want the lyrics, here's a link
